Guardians of the Digital Territory is a Hemispher-IA initiative designed to build digital security, AI literacy, and community response capabilities against emerging technological risks in marginalized communities, indigenous populations, migrants, and grassroots organizations.
The project will launch as an initial pilot in key provinces and territories of Panama—focusing on the urban peripheries of Panamá and Colón, critical migration transit hubs, and indigenous regions such as Ngäbe-Buglé and Guna Yala.
The project is built on a core premise: AI security cannot be a technical privilege reserved for corporations. It must become a community capability. To achieve this, the initiative combines two practical components. The first is a community protocol for data and knowledge protection, functioning as a cultural "traffic light" to help communities decide what collective knowledge (e.g., traditional artisanal designs or medicinal practices) should never be scraped by AI without consent. The second is a practical space for critical AI auditing, where locals learn to test and document algorithmic biases, AI-driven fraud, and deepfakes.
Rather than just delivering content, the initiative trains "Digital Weavers"—trusted field operators from within the community who act as knowledge brokers. The project directly advances SDG 17 by building multi-stakeholder partnerships that reduce knowledge gaps, promote responsible innovation, and defend cultural identity and territorial sovereignty against data extractivism.
The overarching goal is for marginalized and vulnerable populations in Panama to develop practical capabilities to use, question, and defend themselves against AI systems, thereby strengthening their digital autonomy and reducing concrete risks like fraud, data leaks, algorithmic bias, and the misappropriation of ancestral knowledge.
Specific objectives include:
Establish daily practices for protecting personal and community data, specifically targeting the prevention of unauthorized AI scraping of indigenous cultural heritage (e.g., molas, chaquiras).
Strengthen the ability of vulnerable groups, including migrants in transit and urban youth, to detect AI-driven fraud, voice cloning, and manipulated content.
Train local leaders and educators as Digital Weavers capable of transmitting AI security knowledge in culturally relevant ways, including Spanish and indigenous languages (e.g., Ngäbere, Guna).
Create educational tools and rapid-response protocols tailored to the specific socio-economic realities of Panamanian territories.
Document real-world cases of algorithmic risk and digital exclusion to generate evidence for public advocacy and institutional policy in Latin America.
We will achieve this through five action lines: First, participatory diagnosis with local leaders to map specific territorial risks (e.g., extortion scams targeting migrants, identity theft in urban peripheries). Second, training the Digital Weavers in AI literacy, data protection, and bias detection. Third, hosting Digital Sovereignty Circles—practical workshops where people learn through real cases, such as how to spot AI-generated fake audio or how to query an AI for administrative procedures without leaking sensitive data. Fourth, creating simple, culturally relevant tools (visual guides, radio capsules) using everyday language. Fifth, documenting incidents to produce a public report that ensures community voices shape the regional AI security debate.
The funding will primarily support our field operations, community training, and the administrative backbone required to execute a transparent, high-impact pilot in Panama. The budget is structured to ensure rigorous grant compliance while maximizing territorial reach.
The estimated budget distribution is:
Field Operators and Community Facilitation (40%): Stipends and salaries for the local Digital Weavers and territorial facilitators executing the circles on the ground. Includes participation support for community members in rural or highly vulnerable contexts to ensure attendance.
Fieldwork and Territorial Logistics (20%): Transportation across Panamanian provinces, community space rentals, food during workshops, basic connectivity, and secure local logistics.
Educational Material Design and Cultural Localization (15%): Creation of guides, posters, audio content, and translation of technical AI security concepts into local languages and community metaphors.
Administrative, Secretarial, and Compliance Unit (10%): Dedicated personnel for grant management, financial reporting, procurement, legal compliance, and data privacy oversight, ensuring absolute transparency for funders.
Digital Security Tools and Technical Support (8%): Secure storage, encrypted communication channels for the team and communities, and specialized technical support for incident response.
Monitoring, Evaluation, and Central Direction (7%): Strategic oversight by Hemispher-IA leadership, pre- and post-workshop assessments, incident logging, and final impact reporting.
The Hemispher-IA team is structured to bridge high-level AI security architecture with grassroots realities. Our organizational design ensures strategic vision, strict administrative compliance, and deep territorial penetration.

Mr. Wolfgang Friedl (Director / Founder) leads this unit, bringing 30+ years of experience in Strategic Communication, AI Safety, Knowledge Brokering, international development.
2. Administrative and Secretarial Unit: Responsible for grant compliance, financial reporting, logistical coordination, procurement, and data privacy oversight. This unit guarantees that Manifund’s resources are managed with absolute transparency, handling the operational backbone so the field team can focus entirely on community impact. Mrs. Erika Martínez (Admin Lead) oversees this unit, with a track record in Educational Psychology, social work, and NGO administration
3. Field Operators (Territorial Level - Panama Pilot): These are our "Digital Weavers" and local facilitators deployed directly in the selected Panamanian provinces and indigenous territories. They are the ones executing the circles, translating concepts into local realities, and building trust on the ground. They are selected from within the communities they serve. Mr. Alberto Chavarrria (Field Coordinator) manages the territorial deployment, leveraging deep ties with local grassroots networks in relevant regions, including Darien and Bocas del Toro.

However, if this type of initiative fails to secure funding and scale, the broader outcome is a catastrophic loss of digital sovereignty and territorial security for marginalized communities. The impending disaster is already quantifiable through verifiable data:
Financial and Security Devastation via AI Fraud: According to the US Federal Trade Commission (FTC), impersonation fraud resulted in over $450 million in reported losses in 2023 alone, with AI voice cloning and deepfakes drastically lowering the barrier for these attacks. In a critical transit hub like Panama, without community defense protocols, migrants and vulnerable populations will disproportionately absorb the financial shock of automated, hyper-personalized extortion syndicates operating along the Darién route and in urban peripheries.
Cultural Erasure and Digital Colonialism: UNESCO and various linguistic AI studies indicate that less than 5% of the world's 7,000 languages are adequately supported by current Large Language Models. Furthermore, generative AI models routinely scrape and commodify indigenous intellectual property. Without active digital sovereignty efforts, the extractive nature of AI will accelerate the forced assimilation of native languages and the theft of ancestral designs (such as Panamanian molas) into dominant, biased commercial models.
