Guardians of the Digital Territory is a Hemispher-IA initiative designed to strengthen digital security, AI literacy, and community response skills. Its focus is marginalized groups, Indigenous communities, migrants, and grassroots organizations facing new technological risks. The pilot will operate in parts of Panama: the outskirts of Panama City and Colón, major migration routes, and Indigenous territories including Ngäbe-Buglé and Guna Yala.
The premise is straightforward: AI security cannot remain a service reserved for large corporations. Communities need tools they can use themselves. The project has two main parts. First, we are developing a community protocol for protecting data and knowledge. It works like a cultural traffic light, helping communities decide which forms of collective knowledge—traditional designs, medicinal practices—should never be scraped by AI without permission. That question is not abstract; it concerns who controls a community’s identity and resources.
Second, we are creating a practical AI-auditing space where local residents can learn to identify algorithmic bias and AI-driven fraud, especially in deepfakes. The aim is not to distribute information and leave people on their own. Participants will be trained as Digital Weavers, trusted people who can interpret risks and support others. These are trusted people from within the community who act as knowledge brokers. That matters. The project also supports SDG 17 by building partnerships that close knowledge gaps, encourage responsible innovation, and protect cultural identity and sovereignty from data extraction.
Our main goal is to help vulnerable populations in Panama gain the practical skills they need to use, question, and defend themselves against AI systems. The point is digital autonomy, plain and simple. It also shields them from fraud, data leaks, algorithmic bias, and the theft of ancestral knowledge.
Our objectives are practical: establish daily habits that protect personal and community data, especially against AI scraping Indigenous heritage such as molas or chaquiras. We will help vulnerable groups, including urban youth and migrants in transit, recognize AI fraud and manipulated media, including voice cloning. Local leaders and teachers will be trained as Digital Weavers, allowing them to explain AI security in culturally meaningful ways and in Spanish or Indigenous languages such as Ngäbere and Guna.
We will also develop educational tools and rapid-response protocols suited to the economic realities of Panamanian communities. Documenting real cases of algorithmic harm and digital exclusion will give public advocates stronger evidence for policy changes across Latin America. Five actions will drive this work. We will first map local risks with community leaders, including extortion scams aimed at migrants. Next, Digital Weavers will receive training in AI literacy and data protection. The third action is a Digital Sovereignty Circle: a practical workshop where participants examine real cases, including fake audio. We will then produce accessible, culturally relevant materials, from visual guides to radio segments in everyday language, that communities can use immediately without relying on technical jargon or outside intermediaries. Finally, we will document the findings in a public report, making sure community voices enter the regional debate on AI security.
Most of it goes to field operations, community training, and the administrative work needed to run a transparent pilot in Panama without wasting money on overhead. The budget is built to stay within grant rules while still reaching people who normally get left out.
Here is how it breaks down: Field Operators and Community Facilitation (40%): stipends and salaries for our local Digital Weavers and facilitators, plus help for people in rural or vulnerable areas to attend. Fieldwork and Territorial Logistics (20%): travel across Panama, community space rentals, food for workshops, basic internet, and local logistics. Educational Material Design and Cultural Localization (15%): guides, posters, audio content, and translation of technical AI ideas into local languages and metaphors. Administrative, Secretarial, and Compliance Unit (10%): This budget pays for staff managing grants, financial reports, legal compliance, and data protection, keeping spending transparent and properly documented. Digital Security Tools and Technical Support (8%): This covers secure storage, encrypted team communication, and technical help during incidents. Monitoring, Evaluation, and Central Direction (7%): Hemispher-IA leadership will oversee strategy, assess progress, and produce the final impact report.
Hemispher-IA connects high-level AI security expertise with the practical needs of grassroots organizations, where technical plans can fail quickly.
1. Central Direction (Hemispher-IA Leadership): This unit sets the strategic direction, develops AI security methods, and manages senior partnerships. Its role is to turn risks such as prompt injection and data leakage into defenses that communities can actually use. Wolfgang Friedl, the Director and Founder, leads it, bringing more than 30 years of experience in strategic communication, AI safety, and international development.
2. Administrative and Secretarial Unit: This team oversees grant compliance, financial reporting, and logistics. It keeps the operational work moving while field staff stay focused on communities. Erika Martínez, the Admin Lead, heads the unit, drawing on experience in social work and NGO administration.
3. Field Operators (Panama Pilot): These Digital Weavers and local facilitators work directly in Panamanian provinces and indigenous territories. They lead workshops and build trust within the communities they serve. Alberto Chavarrria, our Field Coordinator, manages the deployment through his strong grassroots ties in Darien and Bocas del Toro.
Our team has already run digital literacy campaigns, administered civil society grants, and helped build community-led technology projects across Latin America. The harder task is translating complex technical frameworks into work that fits each local culture. That experience gives us a practical advantage: we know how to move from a digital framework to a workshop people can actually use.
The project is most likely to fail if the language becomes too technical or local operators lose interest. That would weaken trust and make future projects harder to launch. Participation would fall, and confidence in later digital work could suffer. We address this through participatory design, with fair and consistent compensation for our Digital Weavers.
However, if initiatives like this are not funded and scaled, the larger result is a serious loss of digital sovereignty for marginalized communities. The risks are already visible. The FTC reported that impersonation fraud caused over $450 million in losses in 2023, and AI voice cloning makes those attacks easier to pull off.
In transit hubs like Panama, without these protocols, migrants and other vulnerable people will take the worst of automated extortion scams.
Cultural erasure and digital colonialism are just as troubling. Most current AI models still do not support the vast majority of the world’s languages. AI also scrapes indigenous intellectual property without permission far too often. Without this work, it can speed up the theft of ancestral designs and the fading of native languages.
Systemic exclusion through algorithmic bias is another problem that keeps showing up. Studies have shown that facial recognition AI can have much higher error rates for people with darker skin. As more services in Latin America become automated, communities that cannot challenge those biases may be denied healthcare, credit, or legal rights.
