I am an AI-governance researcher, attorney, educator, and former congressional Chief of Staff with more than twenty years of experience across Congress, the executive branch, technology-policy advocacy, international trade law, consulting, and university teaching.

My current research examines who has the legal, institutional, contractual, and technical authority to intervene when advanced AI systems behave dangerously after deployment. I am developing an authority-mapping framework and practical tests for determining whether claimed human oversight is operationally meaningful.

I am Founder and Principal of The Sidney Group, Director of Policy and Research at AI Safety Nigeria, and an Inner Council Member of the AI Sovereignty Network.
